13.11 Student Counseling and Personnel Services · SOC 21-1012
⚠⚠⚠ A Florida school counsellor carries 432 students. ASCA recommends 250 and the national average is 376 — so Florida runs 56 above the country and 182 above the standard. ⚠⚠ The credential is a Department of EDUCATION certification, not a Department of Health licence, which is the distinction that separates this from mental health counselling even though both mostly come out of the same master's code. ⚠ $64,330 median, 31,000 openings a year.

Florida employs 6,649 school counsellors for 2,872,335 students. That is 56 more students per counsellor than the national average and 182 more than the standard ASCA has recommended since 1965.
⚠ For comparison in the same dataset: Hawaii 249, Colorado 253, Delaware 307, Connecticut 320. The national figure improved to 372:1 in 2024–25, its lowest since ASCA began tracking in 1986.
⚠⚠ Read this as the job description rather than as a grievance. A caseload of 432 decides what the work actually is: it is scheduling, testing, crisis response and triage far more than it is counselling, and anyone entering expecting sustained individual work should know that before the master's, not after.

| Authority | Rule 6A-4.0181, F.A.C. | s. 491.005(4), F.S. |
| Degree | master's with a graduate major in school counseling | ⚠ CACREP master's of at least 60 semester hours |
| Supervised hours | 600 clock hours internship (300 for experienced teachers) | 700 hours practicum, 280 direct client services |
| After the degree | district mentoring under Plan Two | ⚠⚠ 2 years post-master's supervised practice |
⚠⚠⚠ Both credentials mostly come out of the same place. 285 of Florida's roughly 372 counselling master's seats are coded counselor education — one CIP code, two regulators. The programme you enrol in has a track, and the track decides which of these two you end up eligible for.
⚠ So ask the question directly, before you enrol: does this track lead to DOE certification, to chapter 491 licensure, or to both? Programmes that prepare for both exist and are worth finding, because holding the LMHC alongside school certification opens private practice and summer work that the certification alone does not.
| Route | Supervised internship |
|---|---|
| Plan One — master's with a graduate major in school counseling | 600 clock hours |
| ✅ Plan Three — current full-time teacher, 5+ years, effective or highly effective for the last 3 | ⚠⚠ 300 clock hours |
| Plan Two — district attests a certified school counsellor will mentor you for 2 years | mentoring route |
⚠⚠⚠ This is the third Florida rule on this site that puts a number on a prior credential — alongside s. 468.1695 halving a nursing home administrator's training programme from 2,000 hours to 1,000 for a health administration major, and a CSWE-accredited BSW cutting Florida State's MSW from 61 credit hours to 39. Florida pays for relevant prior preparation in hours, in writing, and almost nobody tells students to look for it.
⚠ For a teacher considering the move, that is the single most useful fact here — the internship is the hardest part of a master's to fit around a full-time job, and five years in a classroom halves it.

| 2025 median | $64,330 |
| Employed (2024) | 376,300 |
| Annual openings | 31,000 |
| Growth 2024–34 | ⚠ average (3% to 4%) |
⚠⚠ Read the occupation title carefully: it is not only school counsellors. This SOC code also contains college academic advisers and career counsellors, so the 376,300 is a wider population than K-12 school counselling. Treat the wage as indicative and check your district's salary schedule, which is the number that will actually apply to you.
⚠ And note the growth rate against the neighbour. School and career counselling grows at 3–4%; mental health counselling grows at 18% with 50,500 annual openings. School counselling pays about $4,980 more and is expanding at roughly a fifth the rate.
| Institution | Counselor education credentials (2023) |
|---|---|
| University of Central Florida | 69 master's + 18 postbaccalaureate certificates |
| Florida State University | 54 master's + 49 post-master's certificates |
| Florida Atlantic University | 50 master's + 11 post-master's certificates |
| Florida International University | 41 master's |
| Florida Gulf Coast University | 29 master's |
| University of South Florida | 16 master's |
| University of North Florida | 14 master's |
| University of Florida | 12 master's |
⚠ Note the post-master's certificates — 60 of them across FSU and FAU. They are how somebody who already holds a counselling or education master's adds the school counselling specialisation, and they are the shortest route in for a career changer who is already qualified in something adjacent.
⚠⚠ One naming point worth knowing: the certification rule is now titled School Counseling. It used to be Guidance and Counseling, and both phrasings still appear across catalogues, job advertisements and district documents. They are the same certification — search for both.
⚠⚠⚠ Ask which credential the track leads to before you enrol. Department of Education certification and chapter 491 licensure are different regulators with different requirements, and both are taught inside counselor education programmes. A programme that prepares you for both is worth choosing.
⚠⚠ If you are already a teacher with five years and good evaluations, use Plan Three. It halves the internship from 600 clock hours to 300, and the internship is the part hardest to fit around a job.
⚠ If you already hold an adjacent master's, look at the post-master's certificate route. FSU and FAU awarded 60 of those in a single year; it is the shortest way in for a career changer.
⚠⚠ Go in knowing the caseload. 432 students is the Florida reality and it defines the job. Ask at interview how many students the post carries, how many counsellors the school has, and what share of the role is testing coordination — the answers vary enormously by district and they matter more than the salary.
And read the rule itself. 6A-4.0181 was amended effective 21 December 2025; certification rules change more often than degree requirements do, and the version that applies to you is the one in force when you apply.
A program is a field of study, one level above a degree — each page says which degrees it covers and which Florida institutions award them. ⚠ The count is institutions that awarded a credential in the field in 2023; it is not a promise that a school runs this exact degree, and it counts something different from the course-based list further down.
Programs worth knowing about if you are considering this career — ⚠ they do not lead to it. Each row says what it is and is not.
Careers filed under the same broad field in the federal classification (EDUCATION) — often they share early coursework, and each row says which group it is filed in. ⚠ Worth reading BEFORE you commit: switching between neighbours is cheap early and expensive late.

Selected, not exhaustive — the courses specific to this path plus the foundations it is built on. A course number does not identify a course in Florida: always check your own institution's catalog and take a syllabus to an adviser.
39 Florida public institutions teach courses on this path. The count is how many of the 15 listed courses each one carries — it shows where the path is best covered. It is not a statement that a school offers this as a degree; for that, check the institution’s own programme list.
