51.08 Allied Health and Medical Assisting Services · SOC 31-9092
Two of the largest short-certificate routes into health care in Florida, paying within $60 a year of each other and taught at the same technical colleges — and the state treats them completely differently. ⚠⚠⚠ Florida writes down in statute exactly what a medical assistant may do, including venipuncture and administering medication, and requires NO licence, certificate or training to do it. It requires a pharmacy technician, working behind a counter, to register with the Board of Pharmacy and complete a board-approved programme. ⚠⚠ And the medical assisting programme has FOUR labelled exit points you can leave on and be hired at — the pharmacy technician programme has none.

| ⚠⚠ Exit points | ✅ four | ⚠ none |
⚠⚠⚠ The pay is the same to within $60 a year. So do not choose between these on money — choose on the work, on the regulation, and on whether you need a route you can stop and restart.
The list in s. 458.3485 of what a medical assistant may do includes venipunctures, injections and administering medication as directed by a physician. Florida requires no licence, no certificate and no training to do any of it.
Section 465.014 requires a pharmacy technician — who counts, labels, enters and compounds under a pharmacist's eye — to register with the state and to have completed a board-approved programme.
⚠⚠ The reason is not clinical risk. It is which board writes the rule. Pharmacy practice is regulated as a profession with its own act and its own board, and the technician sits inside that act. Medical assisting sits inside the PHYSICIAN's licence: the statute makes the supervising physician responsible, and regulates the physician rather than the assistant. That is a real and defensible design — but it means the quality of your training is entirely between you and the programme, with no state floor underneath it.
Florida builds its career and technical programmes as occupational completion points, and it prints the OCP letter inside the course title. Medical Assisting reads:
| OCP | Course | Hours | FL institutions | You can be hired as |
|---|---|---|---|---|
| A | HSC0003 Basic Healthcare Worker | 90 | ⚠⚠ 55 | basic health-care worker |
| B | MEA0520 Phlebotomist | 75 | 20 | phlebotomist |
| C | MEA0521 Phlebotomist, MA | 75 | 22 | phlebotomist |
| D | MEA0543 EKG Aide, MA | 75 | 22 | EKG aide |
| E | MEA0550–0552 Medical Assistant 1–3 | 320 each | 12 | medical assistant |
⚠⚠ Roughly 1,300 clock hours end to end — and you do not have to do it in one run. Complete OCP B, work as a phlebotomist, earn, come back. Stop at OCP D and you are an EKG aide. This is the single most useful thing to know about the programme and it is almost never explained to prospective students, because the structure is visible only in the state's own course titles.
⚠ Ask two questions of any programme: where do your OCPs fall, and will you actually award me the intermediate certificate if I stop there? Not every institution issues them even though the state structures the programme around them.
⚠⚠⚠ Pharmacy technology has none of this. It is one block — PTN0084, PTN0085, PTN0086 at 360, 300 and 300 hours, 21 institutions each. 960 hours, no intermediate job title, nothing to show an employer until the end. If your life is likely to interrupt the course, that difference matters more than anything else on this page.
HSC0003 Basic Healthcare Worker — 90 clock hours — is carried by 55 Florida public institutions. Measured across the entire state course file, that is more than any other course: English Composition, Calculus I and Statistical Methods each reach 39.
⚠ It is the shared front door of Florida health-care CTE — the same 90 hours open medical assisting, nurse aide, patient care and most of the rest. So if you are not sure which health-care route you want, this is the block to take first: it is short, it is nearly everywhere, and it commits you to nothing.
Florida's 38 public medical-assisting programmes award about 485 credentials a year. The occupation has 112,300 annual openings nationally; Florida is roughly a fifteenth of US employment, so the state's share is on the order of 7,000 openings a year.
⚠⚠ Private programmes fill part of that gap, but not most of it. The reasonable inference — and it follows directly from the statute — is that on-the-job entry is normal in this occupation.
Which cuts both ways, and you should know both:
⚠⚠⚠ For pharmacy technology: confirm the programme is Board-of-Pharmacy approved before paying. Approval is the whole product. Ask the board, not the school.
⚠⚠ For medical assisting: pick a programme whose certification exam pass rate you can see, and get certified. The state requires nothing, so the certification is the only external signal you will ever have. It is also the only way you may lawfully call yourself a certified medical assistant.
⚠ Start with OCP A. Ninety hours, 55 institutions, and it is the common entry to almost every Florida health-care programme. If you later switch to nurse aide, patient care or the laboratory, you have not lost it.
⚠⚠ If a degree is the eventual goal, say so on day one. These are CLOCK-HOUR programmes and a degree is measured in credits; the hours do not simply carry over. Get in writing what the nursing or health-science programme will accept before you enrol expecting it to count.
And treat the phlebotomy exit as a real option, not a consolation. It is 75 hours, it is hiring, and it is the entry rung of the clinical laboratory — which has a credential ladder that goes a great deal further than medical assisting does.
A program is a field of study, one level above a degree — each page says which degrees it covers and which Florida institutions award them. ⚠ The count is institutions that awarded a credential in the field in 2023; it is not a promise that a school runs this exact degree, and it counts something different from the course-based list further down.
Programs worth knowing about if you are considering this career — ⚠ they do not lead to it. Each row says what it is and is not.
Careers filed under the same broad field in the federal classification (HEALTH PROFESSIONS AND RELATED PROGRAMS) — often they share early coursework, and each row says which group it is filed in. ⚠ Worth reading BEFORE you commit: switching between neighbours is cheap early and expensive late.

Selected, not exhaustive — the courses specific to this path plus the foundations it is built on. A course number does not identify a course in Florida: always check your own institution's catalog and take a syllabus to an adviser.
67 Florida public institutions teach courses on this path. The count is how many of the 17 listed courses each one carries — it shows where the path is best covered. It is not a statement that a school offers this as a degree; for that, check the institution’s own programme list.
